Production spend up to 30% of the approved / eligible German production costs.

Approved / eligible German production costs generally include German goods and services, labor, and other qualifying locally incurred production costs, subject to program-specific exclusions and caps.

Minimum/Caps
Minimum SpendGMPF - Film: €25M total production costs, with German production costs generally at least 40% of total production costs or at least €13M; fictional series: €30,000/minute or €1.2M/episode and €7.2M/season, with German production costs generally at least 40% of total production costs or at least €10M; documentary series: €9,000/minute or €360K/episode and €1.65M/season, with German production costs generally at least 40% of total production costs or at least €3M; DFFF I - €1M (feature), €200K (documentaries), €2M (animation), plus at least 25% of total production costs spent in Germany, or 20% if total production costs exceed €20M; DFFF II - €20M total production costs / €8M German production costs (€2M for certain animated projects)
Project CapGMPF - €5M (film), €6M per season (series), with higher caps of €7.2M / €10.5M / up to €20M in certain fictional-series cases; DFFF I - €5M; DFFF II - €25M
Annual Cap€70M (DFFF I); €90M (DFFF II); €90M (GMPF) Note: these figures are publicly reported 2026 annual funding allocations, but they function more like annual program budgets than a hard “cap”, since funds may be reallocated between programs.
Application

Applications may be submitted on a rolling basis and must generally be filed at least 6 weeks before the start of shooting/principal photography. Approval may be granted once 65% of financing is secured.
