Qualified expenditures encompass payments for goods, services, and labor from the application submission date throughout the project's duration. Qualified Payroll means the salaries paid to residents of Broward County and Miami-Dade County for work performed from the start of pre-production to the end of post-production.

A qualifying application and required accompanying paperwork must be completed in full and submitted via email to the Broward County Film Commission prior to principal photography. Each project’s eligibility will be determined on a case-by-case basis.
